Skills Recognition - Introduction:

Law Enforcement Training Solutions  will comply with the WA State Training Boards Principles for Skills Recognition in that:

The Skills Recognition process will strive to provide optimal recognition and 
 

bullet

The Skills Recognition process will encourage a focus on every individual; 

The Skills Recognition process will cater to the needs of all groups and individuals and incorporate the principles of access and equity. 

The Skills Recognition process shall focus on the competencies held by every individual regardless of how, when and where these competencies were gained. 

Individuals shall receive adequate information and support when undergoing a Skills Recognition process. A process will be put in place to enable participants when attempting modules of certificate courses to apply for recognition of competencies they already possess.

The process for Skills Recognition will be:

Applicants for Skills Recognition will attend a briefing session on the process and be provided with a Skills Recognition application form.  

The form will indicate the types of evidence required against the learning outcomes for each module or performance criteria for each unit of competency. 

Applicants will complete a self-assessment against the learning outcomes or performance criteria and prepare a portfolio of evidence to support their claim. 

Participants will submit their application together with their evidence to the Director of Training, Law Enforcement Training Solutions  

An arrangement will be made for a workplace trainer/assessor or Skills Recognition panel to review the evidence provided. 

Fees must be paid in full prior to any qualification being issued.

Mutual Recognition:

Law Enforcement Training Solutions  recognises that mutual recognition is a fundamental principle of the National Training Framework and as a Registered Training Organisation is obliged to:

bullet Recognise AQTF qualifications and/or Statements of Attainment issued by any other RTO in Australia that delivers Training Packages and/or qualifications/courses in international business.
 
bullet Include mutual recognition obligations in information to clients.
 
bullet Ensure that staff is aware and adhere to the mutual recognition requirements. This policy is implemented through:
 
bullet Inclusion of key requirements in procedural and work instructions;
 
bullet Inclusion of information for staff at staff induction;
 
bullet Mutual recognition of qualifications and statements of attainment registered training organizations.
 
bullet Mutual recognition of registration decisions by state training authorities and recognition authorities.
 
bullet Mutual recognition of registered training organisations by other state training authorities / recognition authorities.
 
bullet Mutual recognition through primary recognition authority.
 
bullet Provision of information by primary recognition authority.
 
bullet Provision of information to clients.

Following the review of evidence, the workplace assessor/panel will:

bullet Provide recognition against the competencies claimed, or
 
bullet Request provision of additional evidence, or arrange an interview to obtain additional evidence and verify evidence previously provided.

Following the review, interview and/or provision of additional evidence, the panel will determine whether or not Skills Recognition will be given for a module, modules or the total certificate. 

Applicants will be advised as soon as the decision has been made. 

A certificate of competency or statement of attainment will be issued as soon as practicable after the assessment has been completed. 

Applicants have the right to appeal against the assessment decision in accordance with the procedure at Section 8 of the Code of Practice.

Conduct of Assessment:

All persons delivering training and assessment hold qualifications at least equal to those being assessed and have specific industry knowledge.
 
All assessments, whether competency based assessment or skills recognition (RPL/RCC) will be conducted within Law Enforcement Training Solutions Pty Ltd policies and procedures and will be conducted:

bullet In accordance with nationally endorsed Assessment and Workplace Training Competency Standards; 
bullet In accordance with the Guidelines for Competency Based Assessment in vocational education and training in Western Australia; 
bullet In accordance with the Skills Recognition Framework for vocational education and training in Western Australia; 
bullet In accordance with the national principles of assessment (valid, reliable, flexible and fair); 
bullet In accordance with the assessment guidelines of any courses which Law Enforcement Training Solutions Pty Ltd may seek to register within its scope; 
bullet In accordance with the Australian Qualifications Framework (AQF) 
bullet In accordance with the Australian Quality Training Framework Standards (AQTF), and in accordance with Building Diversity Guidelines. 
bullet In accordance with applicable legislative and regulatory requirements
bullet Conduct/Facilitation of Assessment. 
bullet In accordance with the above, Law Enforcement Training Solutions Pty Ltd will use an assessment process based on the following steps: 
bullet Determine and specify the elements or units of competency, or learning outcomes against which assessment will be conducted. 
bullet Establish assessment criteria and instruments. 
bullet Ensure students are clear on the requirements and methodology to be used and also the appeal procedures which they may access and utilize.
bullet Gather evidence through completion of specific assignments for each unit of competence. 
bullet Make a judgement as to the competence of the learner against clearly defined assessment criteria. 
bullet Record and permanently maintain records of assessment outcomes.

Validate assessment materials by reviewing, comparing and evaluating the assessment process and evidence at least annually and documenting any action taken to improve the quality and consistency of assessment.

Assessment Method: 
Assessment will be continuous through specified assignments to ensure that all performance/assessment criteria have been adequately and appropriately assessed and also to ensure that there is some flexibility in the circumstances which may arise in determining levels of competency. 

In all cases the performance/assessment criteria and conditions will be used as the minimum standard to be applied.

Assessment methods will include: 

bullet Written assignments, role plays and practical assessment (on-the-job assessment wherever possible) 
bullet Skills recognition 
bullet Appeal against Assessment

An appeal process is available to assist students who may wish to challenge assessment decisions. This process complies with AQTF standards and requirements.
